Review - A. Carpenter: "Toward Strategic Independence: Protecting Vital American Interest"

For the United States to assume the role as 'Balancer of the last resort' and assume strategic independence is in essence impractical. Strategic autonomy would require changes that would greatly affect U. S. political, economic, and social stability. It may appear that the United States is strategically overextended, but most people fail to realize that many of the bases worldwide are there to protect American interest or as a show of force. A show of force can be more effective in protecting American interest than physical conflict itself.Carpenter classifies vital interest as a 'development that has a direct, immediate and substantial connection to America's physical survival, political independence, or domestic liberty.' In other words something for which the United States must be willing to wage a major war. I disagree. I believe that decision-makers have alternatives other than war to protect vital interest, such as economic sanctions. There have been times when American military personnel were unnecessarily placed at risk. However, the benefits of protecting America's interest abroad far outweigh the risk. Being a balancer of the last resort prevents the U. S. decision-maker from neutralizing international incidents before they escalate.A.
